Encintas’ Swami’s Reef, while best known for its surf break, is also a popular destination for tidepoolers, divers, birders, and snorkelers. It is located just below Seacliff Roadside Park, which provides a parking lot, public restrooms, and easy coastal access for visitors. Sea Life of Swami’s
The rich waters around Swami’s Reef contain twelve distinct habitats—including a thriving kelp forest, extensive surf grass beds, and rocky reefs—where lobsters, halibut, grunion and many other fish and invertebrates feed and breed.  At low tide, the nearshore reef is exposed, and visitors can see brittle stars, sea hares and octopi in the pools, as well as 45 million year old fossils imprinted in the flat rocks.

Protecting Swami’s Reef will help safeguard the natural beauty and bounty that are the foundation of the local beach and tourism-based economy. The marine protected area proposed here would leave the area’s two biggest state beaches, Seaside and Moonlight, open for fishing, while protecting sensitive sea life and habitats.
